Justin Burkhardt, he/him
President
Currently, Justin serves as the Director of Marketing Communications at Cohere Health, a health-tech company that works with health insurance plans to improve the prior authorization process. Prior to Cohere, Justin served as the Marketing Strategy Manager at Harvard Pilgrim Health Care in Portland where he was responsible for developing marketing, communications, and advertising strategies to increase the company’s brand awareness. Before moving to Maine, Justin served as the Deputy Chief of Staff to United States Senator Jeanne Shaheen in Washington, D.C. where he provided support to the Senator on a wide range of political, operational, and management issues. Justin and his partner David reside in Cape Elizabeth. An avid swimmer, Justin spends most of his spare time in the swimming pool or in the open waters off Maine’s coastline. When on dry land, you can find him with his partner, David, enjoying the state's culinary scene or walking the beaches of southern Maine.
Jimmy Lucibello,

Vice President
Jimmy's enduring commitment to Community shines through his two-decade Innkeeper tenure in Ogunquit, contributing to various boards and committees like the Chamber of Commerce, and The Ogunquit Spirit of Giving. He also served as the Men's Health Outreach Specialist for York County, ran the support group GO Ogunquit and continues to be the Admin. for the GAY OGT Facebook page.
Jimmy's advocacy for LGBTQ rights and the fight against HIV/AIDS, started long before his own HIV diagnosis in 1989. Being recognized with the Cameron Duncan Award from Equality Maine and "The POZ 100" as an unsung hero in POZ magazine, helps to showcase Jimmy's significant impact.
Some of his proudest accomplishments have been to help FPC become a Household name in Ogunquit, his successful fundraising efforts, And mostly for bringing the Annual Southern Maine AIDS Walk Weekend along with the Annual High Heel Dash to Ogunquit.
Upon retiring in 2021, Jimmy now divides his time between his new home in Plymouth, MA, with his fiance Brian and wintering in Florida while staying connected to his Maine roots. Jimmy is honored to continue his service as a board member, ensuring his dedication persists in making a positive impact.
Mike McDonald he/him

Michael is The Senior director of Enterprise Applications at Bluebird Bio in Cambridge, MA, a company committed to developing transformative gene therapies for severe genetic diseases and T cell-based immunotherapies. Mike previously held positions at Kite, a Gilead Company in Santa Monica, CA, Celgene and at Juno Therapeutics, in Seattle, WA, where he consulted in cell therapy operation strategy. When Mike is not working, traveling or volunteering he enjoys living between Central, MA and Ogunquit, ME with his partner Domenic and all the kids
Chloe Swerdlow, she/her
Secretary
Chloe Swerdlow is a Transitional Care Manager with CarePatrol, a national company that provides education and resources for seniors. Additionally, she provides private consulting for families impacted by the wide array of dysfunctions and addictions threatening someone they love.
Chloe has worked in the mental health and addiction field for over 8 years, starting at Milestone Recovery in Portland Maine as a H.O.M.E. team member, working directly with the homeless population of greater Portland. She later worked as the Director of Admissions for Liberty Bay Recovery in Portland, before shifting into outreach. She takes great pride in being solution focused, especially when it comes to mental health and addiction resources throughout Maine and beyond for everyone.
Prior to living in Maine, Chloe studied culinary arts and is classically French trained. In her spare time, she enjoys entertaining over good food and great conversation. She currently resides in Sarasota, FL with her husband Adam, and children, Harlow and Oscar.
Paul Andrews, he/him
Paul Andrews has worked as an executive in the private and non-profit sectors. Most recently, he led a private non-profit high school through the strategic planning process and subsequent plan deployment. In the private sector of financial services, led the alignment of the Human Resources function with strategic initiatives by partnering with business units to create a high performing organization. During his retirement, he uses his business expertise and knowledge to support the his local community and state.
Patrick Afthim,

Patrick currently works as a business development manager and closing agent at Cohen Closing & Title. He previously served as the fundraising chair of Pride Portland! when that organization was founded in 2014. This role lead to his introduction to the Frannie Peabody Center via the Southern Maine AIDS walk, which he has been supportive of ever since. Patrick serves on numerous boards and committees within the real estate industry in Southern Maine. Patrick resides in the West End of Portland and when not working or volunteering enjoys all that Portland has to offer.
Caitlin Eldridge, MSW, she/her
Caitlin is the Director of Social Work Programs at Saint Joseph’s College of Maine. Caitlin’s work in higher education is focused on workforce development for the social service sector. She is dedicated to equipping the next generation of social workers with advocacy skills and tools to help clients navigate complex systems like healthcare and social services, and to effect positive change within those systems. Prior to becoming an educator, Caitlin worked in various roles at Frannie Peabody Center, including as a case manager and later as Director of Client Services and Operations. Many of the lessons Caitlin learned at Frannie Peabody Center are reflected in her teaching today, including the importance of harm reduction, client-centered services, and unconditional positive regard.
KJ Gormley, they/them
KJ Gormley (they/them), is a lifelong Maine resident and proud member of the Portland area's queer and trans community. Their work in activism includes LGBTQ health equity, non-profit development, mass communications, literacy access, and IT. They currently serve as chair of the Maine Transgender Network (MTN)'s wellness working team, which directs the organization's health equity, education, access, and policy advocacy. A graduate of Smith College where they studied Medical Anthropology and Latin American Studies, they are currently pursuing a career shift to public health. In their downtime, KJ enjoys hiking, traveling, playing in an orchestra, and scuba diving.
Theo Greene, PhD, he/him
Theo is an Associate Professor of Sociology at Bowdoin College. His research and teaching interests lie at the intersection of sexuality, urbanism, and culture. His award-winning research broadly uses sexual communities to understand how urban redevelopment shape and reconfigure how individuals conceptualize, identify to, and participate in local communities. His current book project, entitled Not in MY Gayborhood: Gay Neighborhoods and the Rise of the Vicarious Citizen (under contract with Columbia University Press) explores the persistence of iconic gay neighborhoods in Washington, DC through ephemeral acts of placemaking by nonresidential community actors (vicarious citizens). Greene has also begun research on queer placemaking in Portland, Maine, which will also culminate in a digital archive historically tracing Portland’s queer geographies. He also hopes to incorporate Portland and Maine in future research on placemaking and the production of queer communities in resort towns.
Sarah Lewis, MBA, she/her
Sarah is a capacity-builder at Maine Access Immigrant Network (MAIN), an ethnic community-based and community health worker organization in Portland, which has earned national and international recognition for its public health initiatives. Sarah also serves on the Maine HIV Advisory Committee and as a Board member of the Maine Immigrant Rights Coalition (MIRC) in Portland. Prior to working in Maine, Sarah worked with the World Health Organization Collaborating Center in Pharmaceutical Policy on projects in Ghana, China, and Switzerland, provided capacity-building consultation to nonprofits in Boston and New York City, worked on a cervical cancer health campaign with Grounds For Health in Matagalpa, Nicaragua, and has experience serving with several legislative teams in Washington, DC, and Maine.
Peter Mandly, he/him
Peter is a Navy Veteran and past director of AIDS service Foundation in Marshfield Massachusetts, who has volunteered for various AIDS service organizations for over a decade, including as volunteer instructor for the AIDS Agency in Orlando. He also worked to develop a program called NFL (necessities for living), for clients at a Gainesville AIDS service organization, which was a program that supplied items that food stamps did not cover such as paper towels, light bulbs, Band-Aids, toilet paper laundry soap, etc. Peter has been volunteering his time and expertise to Frannie Peabody Center for years, and loves to fundraise for and participate in the annual Southern Maine AIDS Walk with his partner.
Tiffany Townsend, NP, AAHIVS, she/her
Tiffany is a nurse practitioner who treats hepatitis B, hepatitis C, HIV, and substance use disorder, in addition to providing PrEP (pre-exposure prophylaxis) and PEP (post exposure prophylaxis) to those at risk of acquiring HIV. She is certified through the American Academy of Nurse Practitioners, and earned her HIV Specialist certification through the American Academy of HIV Medicine. She is very active in educating other medical professionals about HIV and viral hepatitis, and is a member of the Medical Advisory Committee for the New England Division of the American Liver Foundation. She was born & raised in Maine, and enjoys many outdoor activities with her wife and yellow lab, including skiing, kayaking, swimming, and downhill mountain biking.
David Masengesho, he/his
David is a Systems and Data Analyst for Bowdoin College’s Office of Development and Alumni Relations, a role he transitioned into after serving as a Data Analyst Trainee for the college’s Institutional Research, Analytics and Consulting. In his current role, David, along with the Information Systems team, is in charge of data warehouse implementation, database management and integration, and supports various departments with creating datasets and building reports. Prior to joining Bowdoin College, David taught statistics as an adjunct faculty member at the University of Southern Maine and was a statistics intern at the Center for Outcomes and Research Evaluation at the Maine Medical Center Research Institute. Before moving to the US, David worked as a statistician monitoring economic development and poverty reduction strategy, and millennium development goals for Rwanda’s National Institute of Statistics. David earned a bachelor’s degree in Applied Statistics from National University of Rwanda and a master’s degree in statistics from the University of Southern Maine.
Deborah Shields, JD, MPH, she/her
Deborah has been involved in working with people with HIV/AIDS since the late 1980s. She served as staff attorney at Harvard’s AIDS Law Clinic before moving to Portland to serve as Director of the AIDS Project, the AIDS Lodging House and worked as a policy analyst in Maine CDC’s HIV/AIDS department. She had the privilege of knowing Frannie Peabody and helping her pick out her signature boa for the Pride day parade. Deborah has been the director of public health and LGBTQIA+ advocacy organizations in Boston and recently returned to Portland as the Director of Graduate Programs in Public Health at UNE. She has been an activist since high school.

Timothy Stein, Esq.
Timothy D. Stein, 68, passed away unexpectedly, on December 16, 2022, at his home in Cape Neddick, Maine. He was born in Kenosha, WI, on February 1, 1954, the son of the late Rosemary (Becky) and Paul Stein. In addition to his parents, he was predeceased by his partner of 35 years, Wayne Fette. Tim attended local Kenosha schools and graduated from Bradford High School in 1972. He later attended the University of California at Berkeley, where he received a BS in Economics with Honors. Thereafter, he was accepted to Harvard Law School where he received his JD. Tim was a principal of Lourie & Cutler in Boston, MA until his death. His practice focused on estate, tax and business planning. Tim also had significant experience in international income tax and estate tax planning. He served as chief tax counsel to multiple private foundations and was responsible for their tax compliance, structuring and planning. In addition to being a member of the Massachusetts Bar Association and American Bar Association, he was admitted to the Commonwealth of Massachusetts, United States Tax Court, USDC of Massachusetts and the U.S. Court of Federal Claims. Tim cared deeply about his friends and community. He was one of the earliest board members of GLAD (Boston). He was a tremendous supporter of the New England LGBTQ community. Since 2017, Tim served on the Frannie Peabody Center Board of Directors and was instrumental in naming the "The Wayne Fette HIV Testing and Prevention Program," following the legacy gift he made in Wayne's memory. Tim relished life and coveted his time away from work. He was a fan of the Red Sox and had season tickets to prime seats at Fenway Park. He often treated friends to opening day and other games throughout the season. Tim loved his garden and it was his custom to walk around his property as the sun went down to admire all his beautiful garden beds. He loved to travel and enjoyed fine dining. He was very particular as to which table he sat in at a restaurant and preferred to choose his own table or else…..! Tim was comfortable in any social setting and could start up a conversation with anyone anywhere. Be it stranger or friend, he was interested in you and what you had to say. His sense of humor was contagious and there was no way that you could be in his company without enjoying a good laugh, he was a "hoot" as they say in the Midwest. Tim had a spark for debate, loved to read, and had incredible recall of facts and figures. He possessed a boundless curiosity. Ever go to a nursery with Tim to buy plants? Better make sure you know your Latin! Tim's heart was huge, he cared about his friends and family deeply, he was a good person, a good soul and will be missed by many. Tim touched many lives and will continue to do so. Tim is survived by his brother, Kevin Stein; his nephews, Danny Stein and Derek Hayes and Joseph Canisius; and his current partner. Those who wish to support the Frannie Peabody Center's Southern Maine Aids Walk in Ogunquit, Maine, on May 13, 2023, in Tim's honor, can do so by joining the "Wayne's World" team. Following the walk, close friends and family will gather for a Celebration of Life in Tim's garden in Cape Neddick, Maine. Tim loved Monhegan Island and visited the Island several times a year. Contributions may be made in Tim's memory to the Monhegan Associates .
